At the scheduled Public Hearing on January 12, 2021, the protest ballots were counted and the proposed rate increases were approved. The new rates are effective February 2021.  


SUMMARY OF WATER, SEWER AND GARBAGE RATE STUDY REPORT
The water, sewer, and garbage utilities are operated by the City of Ripon in a “business-type” manner in which the customers of these utilities fund the cost to operate, maintain, and replace capital equipment. No outside funds are used, nor is the revenue collected from these funds used to fund any other service. The City of Ripon completed a Water, Sewer, and Garbage Funds Rates Study report in November 2020 that evaluated projected revenue and expenses over the next 5 years and recommended the following increases to user fees take effect on February 1st of 2021, 2022, 2023, 2024 and 2025:



 

ANNUAL REVIEW OF WATER, SEWER AND GARBAGE RATES
Each year prior to the implementation of the approved utility rate increases, an evaluation of the water, sewer, and garbage funds is completed and reviewed at a City Council meeting. As part of this evaluation and review, the City Council determines if the full rate increase is needed or if a lower amount can be implemented. Over the last 5 years, the City Council reduced the Proposition 218 approved utility rate increases for the Water Fund by 15% and the Wastewater Fund by 19%.
