PROPOSED WATER, SEWER AND GARBAGE UTILITY RATE INCREASES 
The City of Ripon is in the process of increasing the water, sewer, and garbage utilities user fees as a result of increased cost of maintenance, operations, capital replacement, and increased state regulatory requirements. As part of this process, each property owner within the Ripon City limits may protest the increase by submitting a protest ballot no later than the scheduled public hearing - January 12, 2021 at 6:00 pm at the Ripon City Hall.

SUMMARY OF WATER, SEWER AND GARBAGE RATE STUDY REPORT
The water, sewer, and garbage utilities are operated by the City of Ripon in a “business-type” manner in which the customers of these utilities fund the cost to operate, maintain, and replace capital equipment. No outside funds are used, nor is the revenue collected from these funds used to fund any other service. The City of Ripon completed a Water, Sewer, and Garbage Funds Rates Study report in November 2020 that evaluated projected revenue and expenses over the next 5 years and recommended the following increases to user fees take effect on February 1st of 2021, 2022, 2023, 2024 and 2025:




The City of Ripon strives to provide a high level of utility service for the lowest cost. Ripon’s utility rates are lower than most nearby cities.



ANNUAL REVIEW OF WATER, SEWER AND GARBAGE RATES
Each year prior to the implementation of the approved utility rate increases, an evaluation of the water, sewer, and garbage funds is completed and reviewed at a City Council meeting. As part of this evaluation and review, the City Council determines if the full rate increase is needed or if a lower amount can be implemented. Over the last 5 years, the City Council reduced the Proposition 218 approved utility rate increases for the Water Fund by 15% and the Wastewater Fund by 19%.

INSTRUCTIONS FOR SUBMITTING A WRITTEN PROTEST
Written protests must be received by the City Clerk, City of Ripon, 259 N. Wilma Avenue, Ripon, CA 95366 on or before the public hearing date, or in person at the public hearing on Tuesday, January 12, 2021, 6:00 p.m. in order to be considered valid and to be counted in the protest tabulation.
